In the mid-1990s, Professor Young served a 3-year term as a Gubernatorial-appointed commissioner and chair of the Massachusetts Hospital Payment System Advisory Commission (HospPAC), a 7-member body charged with monitoring access, quality, and fair-market standards as Massachusetts shifted to a more market-oriented health care system.

He also has been a member of the Policy Committee of the Blue Cross/Massachusetts Hospital Association Fund for Cooperative Innovation, and is a Community Dispute Services Panel Member of the American Arbitration Association.
